How we’ll help you the Principal Designer
There are many duties laid on the Principal Designer by the regulations and other related requirements. Our CDM Consultants are here to assist you as the Principal Designer through the whole process, guiding you and giving you confidence that the project will be completed safely and in accordance with the current regulations.
What will our CDM Consultants provide you as Principal Designer?
‣ Extend cooperation and facilitate collaboration with other people working on or related to the project in the same construction site or in an adjoining one, and to the level required to aid any one to fulfil a specific function or duty. [Regulation 8(4)]
‣ Monitor and provide information to the Principal Designer pertaining to any aspect the advisor knows with regard to the construction project, and which is likely to affect their own health and safety as well as of others. [Regulation 8(5)]
‣ Keep updated about any new instruction or information at the earliest possible as in an easy-to-comprehend manner. [Regulation 8(6)]
‣ Our CDM consultants are capable of planning, executing and monitoring the pre-construction stage; organise the key aspects pertaining to health and safety during this phase; and ensure that the construction project is executed in a responsible manner so as not to cause any health and safety issues to others to an extent as practicable. [Regulation 11(1)]
‣ When determining the project design, organisational aspects and technical issues to plan whether diverse stages and items of work shall occur simultaneously or one by one; and
• assessing the total time necessary to execute each work or stages,
• the consultants will consider the core theories of prevention and, in cases where it is pertinent, they will take into account the plan content of the construction stage or any file related to health and safety. [Regulation 11(2)]
‣ Identify control and eliminate the potential risks that can occur to the health and safety of another person:
➊ executing or deemed to be affected by the construction project;
➋ responsible to clean and maintain the structure; or
➌ utilising the construction structure as their workplace. [Regulation 11(3)]
‣ Ascertain that all designers involved in the project abide by their duties and responsibilities as mentioned in Regulation 9. [Regulation 11(4)]
‣ Cooperate with and determine that everyone operating in the pre-construction stage work collaboratively with the Principal Designer, clients and each other. [Regulation 11(5)]
‣ Guide the client to provide clear and comprehensible information related to the pre-construction phase as necessary under the Regulation 4(4); and
‣ As far as it is under the control of the advisor, facilitate appropriate pre-construction details in a convenient and quick manner to every Contractor and Designer hired, or to be hired to work on the project. [Regulation 11(6)]
‣ Build strong liaison with the Principal Contractor to decide upon the duration of appointment of the Principal Designer and provide relevant information to the Principal Contractor regarding effective planning, executing and evaluating the construction stage and facilitate organisation of health and safety measures to be taken during this phase. [Regulation 11(7)]
‣ Provide guidance to the Principal Contractor pertaining to designing the plan for the construction phase with the aid of valuable information that the Principal Designer or the advisor holds relevant to create the plan. This should also include pre-construction details gathered from the client or any other information collected from designers as per the Regulation 9(3)(b). [Regulation 12(3)]
‣ In the pre-construction stage, develop a file for assessing health and safety issues relevant to the key features of the project. This must include data pertaining to the project which tend to be useful for any successive project, ensuring health and safety of anyone. [Regulation 12(5)]
‣ Ascertain that the health and safety documentation is reviewed, revised and updated regularly and appropriately till the time the advisor’s appointment to take charge of the project and controlling changes comes to an end. [Regulation 12(6)]
‣ In case the appointment duration of the Principal Designer ends before the project finishes, handover the health and safety documentation to the Principal Contractor. [Regulation 12(8)]
‣ Provide a single copy of the health and safety documentation collected from the Principal ‣ Contractor to the client when the project concludes. [Regulation 12(10)]
